Dogs in Berlin – What You Need to Know
1. Dog Registration & Tax
In Germany, all dogs must be registered and their owners must pay a dog tax.
Dog Tax in Berlin:

Payment is due quarterly in advance (5th of March, June, September, December) or annually in full.
Dangerous Breeds:
Breeds classified as dangerous (e.g., Pit Bull Terriers, American Staffordshire Terriers, Bull Terriers, Mastiffs, Tosas) pay the same tax but may require additional registration steps.

Notify authorities if you move within Berlin or elsewhere in Germany.

If your dog leaves Germany or passes away, you must deregister it.

Registration or deregistration of your dog in the central register also counts as registration/deregistration with the local tax office.

2. Leash & Muzzle Rules
Leash:
Since January 1, 2019, dogs must be on a leash in public in Berlin. Exceptions include:

Designated dog areas

Deserted streets, public places, or wasteland if the dog was owned before July 22, 2016

Dogs whose owners have a Hundeführerschein (Dog Owner’s Certificate)

Professional dog handlers or veterinarians

Off-limits areas:
Some playgrounds, parks, buildings, and shops do not allow dogs, even if leashed or muzzled.

3. Insurance & Microchip
Dog liability insurance (Hundehaftpflichtversicherung) is mandatory in Germany to cover damages your dog may cause (since 2010).
All dogs must have a microchip implant for identification. Ask your veterinarian for details.
4. Cleaning Up After Your Dog
Always clean up after your dog! Carry plastic bags at all times. Failing to do so may result in a fine.
