Social Welfare Housing – WBS: ‘Wohnberechtigungsschein’

During your apartment search in Berlin, you may notice that some listings require a “WBS”. This stands for Wohnberechtigungsschein, a certificate issued by Berlin authorities that allows you to apply for subsidized housing with reduced rent.

These apartments are publicly funded, which is why strict income limits and eligibility rules apply.

Who Can Apply for a WBS?

As a general guideline, the following gross annual income limits apply:

  • Single person: up to EUR 16,800

  • Couple: up to EUR 25,200

These limits may be adjusted depending on personal circumstances and allowable deductions.

Example Calculation

You are single and earn EUR 45,000 gross per year. Possible deductions include:

  • EUR 1,000 lump sum for work-related expenses

  • Up to 30% for social security and pension contributions

This could reduce your relevant income to approximately EUR 30,000 — still too high for WBS eligibility.

Additional Deductions May Apply If You:

  • Have a disability

  • Care for an elderly or ill person living with you

  • Are a working single parent

  • Pay alimony or spousal support

Additional Deductions for Couples / Families

  • EUR 4,000 for young couples under 40 within the first five years of marriage

  • EUR 6,440 per child under 12

  • EUR 5,740 per child over 12

Applications must be submitted in writing to the district housing office (Wohnungsamt). No appointment is required.

Important Notes

  • The application process can be lengthy and bureaucratic.

  • Approval is not guaranteed and depends on your individual case.

  • Even if your application is initially rejected, exceptions may be made later — for example, if a specific apartment has remained vacant for a long time.

  • Families with several children often have better chances and are strongly encouraged to apply.
